Two blocks of eight stamps, being the 2c and 3c Waterlow archive file copies. The 2c value shows the print date, print quantity and file copy number in the upper margin. The 3c value showing partial file copy inscription only. Both blocks with security punch hole. Interestingly, although the printing was done on 1st December 1941, Bolivia did not release the issue until 1942, possibly because of delays due to logistical issues during WWII.
