Booklet issued to delegates at the Panamerican Postal Congress held in Madrid in 1931 and attended by the twenty-one countries of the Pan American Postal Union. The booklet is signed by Carlos Ortiz, the Panamanian delegate and contains the following stamps (all mint affixed to page): 1924 234-243, 1930-41 C7-C9, 1930 C10-C14, 1929 E3-E4 with Muestra overprint. Contains postal rates at the time, Pan American Airways Route Map and airmail tarrif. Scarce and very attractive. Minor corner creasing.
