From the 1908 unissued series of officials. Nearly all of these stamps were used for surcharging with very few remaining unoverprinted. Expertisation/owner's mark to reverse. Quote from Joe Hahn: "All of the unissued values are very scarce. It has been stated that only a sheet or two of each exist". Undervalued in Scott.
